To use this command in 1.13 or 1.14, you have to remove the ID number and count in the beginning and put the count to the end with a space.

Also, make sure you put a _ in the middle of 'netherbrick' and put the NBT next to it without a space. This will make it possible to use it in 1.13-1.14.
