en 1.8 - 1.9 /summon Mobs & Pets

 

Get a command block by /give @p minecraft:command_block then copy

and paste it in the command. Paste [Ctrl+V] then power it with redstone and the skeleton is Level-1 and he is so weak just power 1 bow and speed 2
