The upgrade of an item can be used to improve the stats of a particular item. Depending on the upgrade type it could raise an item's Mark level or Rarity, as well as boost other stats.
Each item has a track to upgrade it. Each upgrade increases the cost of the following one by a specific amount.
Item Level
The value of an item's basic stats increase when it is upgraded. This value is the total of all of its leveled up perks (attack magic attack, attack defense). The level of an item can help players evaluate the strength of equipment when deciding to purchase or sell. It's a good indicator of an item's quality and how much damage it's capable of causing. Comparing items from a vendor's stock is possible using the level of the item.

item upgrader , you can see the level of the item using ALT, or by using the left stick on XB1 or PS4. This will show the item's full description, including ilvl. It can also be found by hovering over an item using the mouse cursor, and then typing /itemlevel in chat.

There are many theories about how the item level is determined. One theory states that the item level is calculated by a formula that calculates the value of an item's stats actually are. It takes into consideration that different benefits are valued differently and that gems in sockets boost the value of the item. This can lead to an item's ilvl calculated, which is typically very close to Blizzards actual level of the item.
However, this isn't the only factor which can affect an item's ilvl as the level of the region the item is dropped into can alter the value of its stats, such as by adding a level to its crit rating or haste rating. Items that drop in higher-level situations will have a higher ilvl.
Item Stats
Item stats are a big part of what determines the value of an item for players. The game uses them in various ways to encourage players to not limit themselves to one weapon and to encourage players to experiment with other weapons. The stat mods on weapons boost base stats. These stat mods are then boosted by a player's skill.
Upgrades to the item add by boosting certain stats on the item. The rarity of an item determines its cost of upgrading. For instance, a grey or white item can only be upgraded once, whereas an item with rare levels will be upgraded multiple times, at higher costs.
Another way to change the stats of an item is through affixes. They are stat boosts which can be added by the player to an item. Affixes are used to provide items with extra damage, special abilities (such as the ability to revive dead or reduce cooling downs), or to distinguish them by putting a name on them.
All affixes are currently re-rolled by selecting them in the upgrade menu pressing the green button. This process will cost the player a specific amount of gold as well as items that can be used to add to the upgrade gauge in the same manner as other rerolling options.
Players can choose to upgrade an item with specific stats or reroll affixes.

Another thing that could be changed by adding the option to upgrade the equipment without rolling the affixes, or selecting which stats to boost. But as with base equipment, this would need to be performed on a per-item level, and the interface for item comparison wouldn't show all possible stats gained or lost at once.
Item Luck
The Luck stat of a player increases the likelihood of locating items as well as the properties spawned by loot and the strength of these properties. It does not, however directly impact damage or the ability to upgrade items. It simply gives players the chance to upgrade their equipment earlier in the game and is therefore more useful in the initial game run than in later ones, since most players prefer more powerful weapon scaling and defenses over raw damage gains.
Luck can also increase the likelihood of upgrading items at the Blacksmith. This is not to be confused with the Blacksmith's overall upgrade chance, which increases with each level of the item and can be further enhanced by using an anti-material, such as a Scroll of Strength or a Jewel of Blessing.
Weapons, armor, and shields can spawn or be crafted using the Luck property, with an initial value of 40. These items can be upgraded with golden ingots, spined leather or oak boards (depending on the type of material used) to grant an additional +40 Luck or to increase the luck of the item up to 140.
Certain items, like the Hollow-infused weapon can also be outfitted to increase the damage dealt by any skill that deals damage by five percent. These items are available in the shop or crafted using the right ingredients.
Item Failure
Upgrades to items are expensive and not all upgrades will succeed. However, there are cash shop items that allow players to increase their chances of success or even prevent themselves from losing an item if the upgrade fails.
The rate of success of an upgrade can be seen in the Honing UI. The percentage indicates the probability of successfully upgrading the item. This can be increased with Additional Materials or Special materials. The probability of success can only be increased so much, and the likelihood that an upgrade will fail cannot be greater than 100%..
The luck of an item can also influence the success of an upgrade. Every item has an average success rate of 25%, and each item with Luck increases this chance by five percent.
Note that upgrades to items are rendered above the inventory items which means that enchantment glints and other effects could be masked by them. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
