The band's third album, Turn Back, marked a return to the classic sextet arrangement of previous albums and was a stronger, more constant effort with an edge that was stronger than Hydra. The more edgier sound of Turn Back reflected the maturation in the group. Bobby Kimball's growing ability to play was evident in the vocal delivery of Joseph Williams, who had become more confident and mature. David Paich's work was sharper, more intricate, and less derivative than on previous performances.

After touring to promote their album, the group recorded their Amsterdam live performance that was released by Eagle Records as a 2-CD set entitled Falling In Between. A new studio album followed shortly after, and the group embarked on a long-distance tour to promote the album. During this time, keyboardist Greg Phillinganes replaced Paich and bassist David Hungate quit the group to spend time with his family.

In 1998, Paich and Lukather started searching through old demo tapes and tapes to make a new record featuring songs that were never recorded before. The album was released in 2001 as a duo album called Then and Now. It was the first album by the band that did not include one single track with the word "A" in its title and it included one previously not released track, "Kari-Anne".

By 2003, Toto had begun to decline in popularity. The group's fourth record, Old Is New was not a commercial success and vocalist Williams was suffering from laryngitis, which restricted his singing capabilities. Hungate also returned to Nashville and Leland Sklar's drumming was replaced by Shem Von Schroeck.
