It seems rather than giving the book the ability to enchant a tool, the item itself is enchanted and doesn't have the ability to enchant an item. /give Phafnaroph minecraft:enchanted_book 1 0 {ench:[{id:35, lvl:10}]} I'm currently playing CrundeeCraft with still runs on 1.7.10. I don't know if this is an old issue that has fixes somewhere but I couldn't find any help online. How do you get a book that's actually able to be crafted onto an item through the give command?
