Why aren't all network interface cards made to work with a single generic driver? Should I download it?

Why aren't all processors identical? Simply download some new and that`s it. You can give a try to these reliable network card drivers https://driverpack.io/en/devices/lan. I have been using that resource for a couple of times and should say it works pretty well for me and my PC. Plus DriverPack will automatically select and install the required drivers. Hope it will be useful

Because that would be harder for the companies that make them. On the lower end, being able to bang together whatever cheap junk parts you found in a warehouse and covering the gaps in software saves them some cents. On the highest end, the tricks used to push multi-GBit traffic reliably and efficiently are part of the innovation that differentiates the competing companies.
