I think what we're seeing with the range of answers, is there is no single best destination. It depends on what kind of windsurfing you do.

I will say a couple of things, which is knowing a few pro sailors, many of whom train in their own local spots hundreds and hundreds of days a year in Vargas, Gran Canaria, etc, with phenomenal wave and jumping conditions, or Jeri for freestyle, etc - to a rider all get very excited about the prospect of going to Maui each spring for their annual team photo shoots and training. So you can draw your own conclusions about that.
