Thesis guidance and project support should come from your supervisors, department, and the university services. Do not shy away from using all the resources that they make available to you, including the career service, as they can help you prepare for a post-PhD career.
It is hard, however, to point to one university or institution saying ‘they are the best at this’, as it differs per department and per advisor.
The best generic advice I think is to ask for help when you need it. Too many students try to figure out everything alone because the y think they have to. Look for help when you are stuck. Whether that is being stuck with writing, planning, or when the communication with your advisors is not good. There are resources in place to help you, wherever you are a PhD student.
