First, the beard. A neckbeard refers to a beard only below the jawline. It is not intentionally grown or trimmed that way. It is usually a man who is unable to grow hair on his face because of age or genetics and is under the mistaken assumption that allowing what little beard he had to grow looks manly and mature. Or his personal hygiene is poor so he doesn't shave.
Neckbeard as a term of insult implies a man with poor hygiene, poor socialization and strange ideas about how to socialize with other human beings.
