What is an Item Upgrader in Pokemon Go?

Costs
Upgrades are accompanied by a few associated costs. The most significant cost is the upgrade itself. The cost is based on the item's new ilvl and the amount of perks it receives and can be costly. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).

A Blacksmith Blessing or an upgraded version thereof, can be used to increase the odds of a successful upgrade.
